Background

Admiral Misumaru is a seasoned officer with the United Earth and father to Captain Yurika Misumaru. He is the Commander of the third fleet of the United Earth space forces and a veteran officer, his involvement in the destruction of the Earth fleet sent to Mars has not been stated, though it can be presumed because of his high ranking position, and previous involvement with United Earth interests on Mars,  that he would have been involved in the planning the Defensive battle, and possibly also in the organization of the retreat.

Admiral Misumaru lived in the Utopia colony on Mars until 2185 when he and his family returned to Earth, this was approx 10 years prior to the first battle of Mars, and the same day that the Tenkowa family was murdered, though he denied having any knowledge of the true reasons. He believed that their deaths had most likely been ordered by Nergal, but only  learned of the chairman of Nergal's involvement 2198 when the secret of Nergal's early discoveries on Mars' pole was made public by the crew. 

While on Mars Admiral Misumaru lived in the same complex as Akito Tenkowa and his family

During the events surrounding the Nadesicos' departure it was Admiral Misumaru who lead the UE force to capture the Nadesico. Commanding the frigates Pansy, Crocus and destroyer Tobiume, the Admiral intercepted the Nadesico before it could leave orbit for the Mars Colony. 

The frigates Pansy and Crocus were thought to have been destroyed by a Jovian Chulip during this mission. The Crocus later being found close to the Utopia colony on Mars with no surviving crew.

Admiral Misumaru captures the Nadesico again in 2198 but helped the crew to escape when Nergal says that they would not have a peace treaty with their enemies.

Despite being a soldier for much of his life, Admiral Misumaru wanted a peaceful solution to the war, and when the offer of a negotiated peace was presented by the first Jovian Ambassador to Earth he supported it until it became clear that both Nergal's Chairman, and the most senior Jovian officers, wanted nothing less than the total surrender of their respective enemies and control over the newly revealed Boson technology which was in the process of being excavated on Mars' ice caps.
