Background

Prospector is the Nergal Employee who was in charge of the launch and preparation of the Nadesico, it was Prospector that selected the Nadesico's bridge crew.

Prospector served as a tactical adviser to the Nadesico during its return to Mars, and then in the same capacity during both its time with the US, and when the ship deserted the UE and returned to Mars with the Kakitsubata. 

While not a military officer Prospector is a logistics specialist, he manages the details of Joint Nergal - UE mission. 

Prospector knows more about the Nadesico and its capabilities  than the command crew, though he did not brief them on the abilities of the Jovian battle ships. This directly lead to the Nadesico's a retreat from Jovian forces on Mars (Episode 6 - Sort of like a fateful decision) and the death of the surviving Martian colonists during a mission to rescues the survivors.
